From Topo Survey to Grading Plan: What Happens Between Field Data and Drawings
Survey points don't turn into a grading plan by themselves. Here's the actual sequence of decisions between a field dataset and a permit-ready drawing.

Clients sometimes assume a topo survey and a grading plan are close to the same deliverable at different stages of polish. They're not — there's a full design process between raw survey points and a drawing a contractor can build from. Here's the sequence.
Points become a surface, and the surface gets checked
Raw survey shots are triangulated into a digital terrain model. Before anything else happens, that surface gets checked for busts — a single bad shot can distort contours across a wide area, and catching it here is far cheaper than catching it after design work builds on top of it.
Proposed grades get set against real constraints
Drainage requirements, accessibility slope limits, minimum cover over utilities, and matching existing grades at property lines all compete with each other. Setting proposed grades is a negotiation between these constraints, not a single calculation.
Cut and fill gets balanced, or the imbalance gets flagged early
Earthwork volumes are calculated by comparing existing and proposed surfaces. A significant cut/fill imbalance changes the project's cost and hauling logistics substantially, and it's far more useful to know that during design than to discover it during bidding.
Cross-sections turn the surface model into buildable information
A contractor generally can't build from a 3D terrain model directly. Cross-sections at regular intervals translate the design into the stationed, dimensioned format a crew actually stakes and builds from.
The drawing set gets built to the permit authority's actual requirements
Sheet layout, required notes, and drainage calculation formats vary by jurisdiction, sometimes down to the specific reviewer. Matching local convention on the first submission is usually the difference between a fast approval and a review cycle.
